SESSION 1 – Local Content for the Oil and Gas Sector as a driver of Economic Expansion

Overview: To discuss the effectiveness of the Local Content Legislation in delivering on its mandate and to highlight the evidence of this in growth across all economic sectors. To comment on the anticipated microeconomic expansion direction in 2024 and how this aligns with the macroeconomic objectives. To discuss how challenges have been addressed and overcome from inception to date. 

SESSION 2 – Role of Local Content in the Supply & Value Chain

Overview: To discuss and highlight the role of Local Content in meeting the needs/requirements of the Supply and Value Chain in the O&G Industry. Highlight some notable foreign-local collaborations. Comment on the gaps to be filled in 2024-2025 and highlight where opportunities exist for new collaboration considering recent discoveries and other planned expansion activities in the sector. 

SESSION 3 – TO JV OR NOT TO JV? 

Overview: To explore legal and statutory considerations when navigating opportunities for partnerships or growth. Panellists will also discuss considerations to guide the choice and set up of the most optimal collaboration venture structure and alternative ways to leverage foreign-local partnerships. To comment on the due diligence process that governs collaborative structures.

SESSION 4 – REGULATORY & LEGISLATIVE UPDATES

Overview: To guide the audience on the progress and direction of key regulatory and legislative changes that are related to the Local Content arena and general business/economic advocacy.

Segment 1: Legislative Updates – 2024- Expected New or Amended Legislations. 
Segment 2: Update on Guyana Petroleum Resources Governance and Management Project
Segment 3 Local Content Secretariat Update – Highlight achievements of the Secretariat, Share statistics of LC Certified Businesses, Process Improvements, and information on changes to Local Content Plans

SESSION 5 – BRIDGING THE CAPACITY GAP

Overview: To provide a comparative overview of the advancement in capacity-building initiatives over the past two years and the effectiveness in addressing both skills in the Labor force and as well the local business capability. To address how gaps and challenges are being identified and overcome. To touch on the plans for future readiness given the planned economic expansion in all sectors.
